I think he kissed her goodnight after the Yule Ball. It went much differently in the book than in the movie. In between the Great Hall and the common room, Harry and Ron went outside and heard Hagrid talking to Madame Maxime and learned he's half giant. And then...I have to get my book b/c it's been forever since I read it.... Okay...they go back inside where Ron explains the problem with giants in wizarding society to Harry and then they go to the entrance hall where they see Hermione saying goodnight to Krum. I bet he kissed her sometime before that and after Ron and Harry went outside.
I think this helps explain Hermione's reaction to Ron in the common room soon after. Here she's just had pretty much a lovely night and had her first kiss and she probably just wants to revel in that. I mean, no matter how we may think of Hermione as an untypical teenage girl, she is still a teenage girl. Instead, when she's in bed trying to sleep, she's mad at Ron and probably playing out how the night would've gone if he'd just asked her before Krum.
We also have to think about how insecure Hermione is in her looks at this point. She'd never admit it, but having someone like Krum vying for her affection has got to be extremely flattering. I think she kissed him back solely for the fact that he's the first guy to ever want to kiss her (that she knows of). Then Ron throws his jealousy fit and she gets mad. Here's the guy she wanted to be her first kiss (in my mind anyway) and he's too late! Hence the line of "Next time there's a ball, ask me before someone else does, and not as a last resort!"
Of course, I'm probably over thinking it all since I'm writing a fanfic about Hermione.

I don't think they kissed, if they did it was 100% at the night of yule ball before the second argument of ron and Hermione, at that time she had a motive of being angry at ron and to show him that other's are interested in her, but other times they were surrounded by krum fan girls at the library and Hermione usually started to ignore krum by using Harry's name because she realised ron is jealous and have feelings for her, also she felt scared of krum feelings for her as they were serious and felt guilty of using him as a spark to ignite Ron's jealousy. I don't think it was more than that not a snog knowing Hermione's character, she is mature emotionally she doesn't want krum to get involved with her and she gives importance to her reputation, so not in a chance she kissed krum, only maybe at the yule ball.
