There was a clatter as the Basilisk fangs cascaded out of Hermione's arms. Running at Ron, she flung them around his neck and kissed him full on the mouth. Ron threw away the fangs and broomstick he was holding and responded with such enthusiasm that he lifted Hermione off her feet.

I don't think it was on the cheek. I think it was a gentle kiss on the lips, nothing too extreme like Ron's first kiss with Lavender. And I guess Hermione thought it was really sweet, and she ran off to tell Ginny!

^^ They did. At least that's what i think. I mean they had secret friendship for months, and we have the books from Harry's POV so if he didn't know, it doesn't mean it wasn't there. And Hermione and Ginny are close, remember what Ginny told Harry in HBP about Hermione's advices helping her. They talked about boys and stuff like that. And why would Hermione lie to Ginny about kissing Victor?

If you ask me, it's not IF H/V kissed but when, and did Ginny exaggerate what she said about them.
