It depends. I can't exactly force it on people to make graphics you know. I'm not gonna submit my own because that wouldn't be fair since I can see the results beforehand.
Edit: Oh wait. I think I know what you mean. You mean getting more votes so you can vote for multiple people?

I would have (I did last time where I gave every member a chance to vote twice but since we only got 5 submissions, I only gave one. I didn't see the point of having more than one chance.
